An Act for granting to His Majesty certain sums of money for the federal public administration for the fiscal year ending March 31, 2027

SUMMARY

This enactment grants the sum of $86,422,679,148 towards defraying charges and expenses of the federal public administration for the fiscal year ending March 31, 2027 that are not otherwise provided for.

Preamble

Whereas it appears by message from Her Excellency the Right Honourable Mary Simon, Governor General and Commander-in-Chief of Canada, and the Estimates accompanying that message, that the sums set out below are required to defray certain expenses of the federal public administration, not otherwise provided for, for the fiscal year ending March 31, 2027, and for other purposes connected with the federal public administration;

May it therefore please Your Majesty, that it may be enacted, and be it enacted by the King’s Most Excellent Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, that:

Marginal note:Short title

 This Act may be cited as the Appropriation Act No. 1, 2026–27.

Marginal note:$86,422,679,148 granted for 2026–27

 There may be paid out of the Consolidated Revenue Fund a sum not exceeding $86,422,679,148 towards defraying charges and expenses of the federal public administration for the fiscal year ending March 31, 2027, that are not otherwise provided for, which is the total of the following amounts:

  • (a) $29,073,487,176, which is three twelfths of the total of the amounts of the items set out in Schedules 1 and 2 of the Main Estimates for that fiscal year, except for those items included in Schedules 1.1 to 1.9;

  • (b) $9,749,461,296, which is four twelfths of the total of the amounts of the items in those Estimates set out in Schedule 1.1;

  • (c) $11,854,113,573, which is five twelfths of the total of the amounts of the items in those Estimates set out in Schedule 1.2;

  • (d) $12,340,997,391, which is six twelfths of the total of the amounts of the items in those Estimates set out in Schedule 1.3;

  • (e) $359,445,528, which is seven twelfths of the total of the amounts of the items in those Estimates set out in Schedule 1.4;

  • (f) $5,369,743,750, which is eight twelfths of the total of the amounts of the items in those Estimates set out in Schedule 1.5;

  • (g) $15,746,169,976, which is nine twelfths of the total of the amounts of the items in those Estimates set out in Schedule 1.6;

  • (h) $93,026,910, which is ten twelfths of the total of the amounts of the items in those Estimates set out in Schedule 1.7;

  • (i) $1,836,233,543, which is eleven twelfths of the total of the amounts of the items in those Estimates set out in Schedule 1.8; and

  • (j) $5, which is twelve twelfths of the total of the amounts of the items in those Estimates set out in Schedule 1.9.

Marginal note:Purpose of each item

 The amount authorized by this Act to be paid in respect of an item may be paid only for the purposes, and subject to any terms and conditions, specified in the item.

Marginal note:Adjustments in accounts of Canada — section 2

 An appropriation that is granted by this Act or any other Act and referred to in section 2 — except for an appropriation referred to in Schedule 2 — may be charged after the end of the fiscal year for which the appropriation is granted at any time before the day on which the Public Accounts for that fiscal year are tabled in Parliament, for the purpose of making adjustments in the accounts of Canada for that fiscal year that do not require payments out of the Consolidated Revenue Fund.

  •  (1) An appropriation that is granted by this Act or any other Act and referred to in Schedule 2 may be charged after the end of the fiscal year following the fiscal year for which the appropriation is granted at any time before the day on which the Public Accounts for that second fiscal year are tabled in Parliament, for the purpose of making adjustments in the accounts of Canada for that second fiscal year that do not require payments out of the Consolidated Revenue Fund.

  • Marginal note:Order of payment

    (2) Despite any other provision of this Act, amounts appropriated by this Act and set out in Schedule 2 may be paid and applied at any time on or before March 31, 2028, so long as every payment is charged first against the relevant amount appropriated under any Act that is earliest in time until that amount is exhausted, next against the relevant amount appropriated under any other Act, including this Act, that is next in time until that amount is exhausted and so on. The balance of amounts so appropriated by this Act that have not been charged, subject to the adjustments referred to in section 37 of the Financial Administration Act, lapse at the end of the fiscal year following the fiscal year ending March 31, 2027.
