24 Except as otherwise provided by these Regulations, any overwrap that covers a primary package or secondary package must

• (a) mould to the primary package or secondary package that it covers;

• (b) be transparent and colourless;

• (c) not include any tear tape;

• (d) not display any brand element; and

• (e) not display any information or features.
