Marginal note:Substances in plastic materials
27 (1) The grade, quality, quantity and proportion of a substance — including a resin, plasticizer, antioxidant, dye, or pigment — that is used to manufacture plastic material that is contained in or constitutes a toy that is or is likely to be used by a child of less than three years of age must be those considered acceptable for use in the manufacture of food packaging materials and food containers.

(2) Such a substance may be used to manufacture the plastic material in an amount of 1% or less if the substance meets the requirements of sections 25 and 26.

(3) The following substances must not be used to manufacture the plastic material:
(a) a heavy metal;
(b) a compound of a heavy metal;
(c) a substance set out in section 22 or 23; or
(d) a phthalate within the meaning of the Phthalates Regulations.
