Whereas the Minister of Energy, Mines and Resources has recommended that the blending of the authorized explosives, KINEPOUCH and KINESTIK, be allowed at or near the place of use;

And Whereas by certificate dated October 30, 1979 the Chief Inspector of Explosives has approved the nature of the components and of the final explosive products, KINEPOUCH and KINESTIK;

Therefore, His Excellency the Governor General in Council, on the recommendation of the Minister of Energy, Mines and Resources, pursuant to section 8 of the Explosives Act, is pleased hereby to revoke the Kinepouch and Kinestik Explosives Order made by Order in Council P.C. 1980-1001 of 17 April, 1980Footnote ^*, and to make the annexed Order respecting the blending of the authorized explosives, KINEPOUCH and KINESTIK, in substitution therefor.
