Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, herebyauthorizes Canadians to accept and wear the Non-Article 5 North Atlantic Treaty Organisation (NATO) Medal for Operations in the Balkans, with a "Non-Article 5" bar and different ribbons for each operation, in recognition of honourable service in operations other than those conducted according to Article 5 of the North Atlantic Treaty, usually peacekeeping operations;authorizes that Medal as a replacement for the three existing NATO Medals for the Balkans (Former Yugoslavia, Kosovo and Former Yugoslav Republic of Macedonia) which shall be retained in the order of precedence in the Canadian Honours System and continue to be worn by military personnel who have been awarded them, but as of January 1, 2003 are no longer issued; anddirects that the Medal follow the Article 5 NATO Medal for Operation "Active Endeavour" in the order of precedence in the Canadian Honours System.
